Dear Minister of Defense Antero
Flores-Aráoz,
I respectfully greet you. I am a
citizen of [country of citizenship] and a [profession/vocation]. I am writing
to you about the Putis massacre in which approximately 123 people were murdered
in Ayacucho on December 13, 1984. On that day the Peruvian Army presumably
murdered at least 123 people, which included rape of women, torture and the
killing of small children.
I am outraged by this crime against
humanity and concerned that those who committed these murders are brought to
justice so that the victims and their families may obtain justice. I urge you
to order the Peruvian Army to give to the Public Ministry the names of the
officials and others who were stationed in or had authority in Putis at the
time the crime was committed, including the names of the alleged perpetrators
of this crime. Those responsible must not go unpunished.
As a member of the international
community and a person concerned about human rights, I want you to know that I
will be following the outcome of the Putis case very closely.

Peruvian citizenry, including your service to those who have suffered
horrendous violations of their human rights.
